Salix suckers ........ ??

Is that the White Willow with red-orange bark on young twigs? No it doesn't have suckers, but it can grow into a big tree with invasive roots. You can pollard  or coppice it of course, [get more of the young growth that way] which might restrain the roots. But even so it needs to far from any building, and given plenty of space.

    Hazel and hawthorn are good for hedge laying. Hazel doesn't do distant suckersimage

    Blackthorn does do distant suckers

    Hawthorn, no suckers

    Hazel, suckers but very close to main plants.

    Could also try spindle though not as robust.

    and holly fills in well and doesn't mind being hacked right back though not tried it (or seen it) in  a layed hedge.

    Can't beat a good hawthorn hedge
