What sort of lighting are you using and how far above the plants?

Are you growing in hydro or soil?

20° is not warm enough for basil - Basil is a native plant from India, so you'll need more warmth

I've tried basil all sorts of ways and concluded the same as Pansy and Pete.  Sow in a seed tray on the kitchen windowsill or greenhouse in March; prick out to individual 3 - 4" pots and let them grow.  I have been know to try them outdoors but they don't like it much.

If you buy a pot from the supermarket (also a good idea) tip them out and re-pot individually in small groups immediately.  They're far too crowded in there (20+ in a 3" pot) to grow properly.  either way, once they get to 8 - 12" high, harvest the tops and then the ends of the resulting side shoots.  You'll have so much basil you won't know what to do with it.

Actually, the thing to do with it is freeze it for the winter.
