i have a peony rose that has sent up new shoots. The old growth is still attached. Will the new growth die with the frost regardless of cutting the old growth out?

    It's a paeony.

    Herbaceous paeonies die back in winter.

    The woody ones (tree paeonies) act as deciduous shrubs.

    Anything leafy will not survive the frost but if it's a hardy one it will all come back next year
