Is it ok to move sweet Williams now .They are beautiful but in the wrong place!

Sweet williams are usually treated as biennials. Are they new plants from seed sown this year, or have they already flowered? If they have flowered I would just get rid, and have fresh seedlings for next years flowers.
Its just about time to sow sweet william seed
