I think Aldi sells Arthur Bell roses at less than £2 for a bare root in one of those body bags... at that price you could afford to grow them as annuals or for a couple of years in pots before renewing. The compost needs to be changed every few years in any case.
I've never sprayed a rose in 30 years. During Autumn, most roses get black spot, they're shutting down for the winter, and I never bother removing the leaves either. There are different strains of black spot, and you'll get another one next season at the same time in any case. I would be concerned if it occurred in the early part of the year, in which case I would most likely try a different, disease resistant, rose, if it persisted. Foliar feeding can help, as opposed to spraying.
