Leaf dropping magnolia

We have a 3 year old magnolia, which has never flowered and constantly drops its leaves. The leaves start with brown specs, then go completely brown and fall.
we were advised to water well and feed with tomato feed. We have done this but still a very unhappy plant.
Can anyone advise please.
