dying tree

My tree is dying, looking for advice. I live in Seattle and have absolutely no gardening skills. The tree is (i believe) a red maple, and half of the tree is dead. The bark of the tree looks like it has a fungus or scales or something. I've tried spraying the tree with Spectracide immunox plus, doesn't seem to be helping.

Would it be possible to upload clear photos of the bark and infected branches?
