Looking after Dahlias

I recently purchased two 'dying dahlias' from a local flower garden. The gentleman here informed me that I should keep them dry, - or in sand throughout the winter?
Grateful for any advice on how to care for them and encourage new growth.

Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
I never water mine UNTIL growth starts.
You see them shoot whilst bone dry in bags in GC.
I'm sure many don't survive because some give them too much, too soon.
I've been following this regime since I saw a dahlia guy at Chelsea on telly saying that's how he did it.
