Poorly privet

We planted bare root privet plants 2 years ago and initially they looked ok but now just look at them! What is wrong? Can they be saved??

Wouldn't worry too much plenty of bugs are attacking anything right now as food supplies are short before winter. Hopefully it'll freeze soon and kill them off. I'd wait till spring and assess the situation then and spray with a suitable fungicide and insecticide.
