I thought these were Dahlias, planted then from seed. No flower on them,
Any ideas
Look like dahlias - are they getting enough sun?
The leaves are double pinnate so I would suspect that the plant is possibly in the Aralia family, Araliaceae. This one looks as if it is a herbaceous type rather than a shrub or tree.

Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
