I bought a pot of this last year fro my pond, it hasnt grown an inch, its exactly as I planted it last July, I split in in two and put one pot in the margins and the other on the edge, I wish mine would become invasive!

I think it's houttuynia cordata.
Houttuynia cordata chameleon. Sometimes it will revert to a plain green form. The leaves smell of bitter oranges if you crush them.
and it's highly invasive. Beware
