Tree Pruning

I have a Cherry Blossom tree that has not been cut back or pruned since we moved into our house - some 10 years ago. It is now at a stage where it has disrupted the flagged path and the branches are long and almost drooping under the own weight. What should I do? should I cut back? how much and when?
