I've had the same issue twice now and it was not due to pruning. I have clay soil that I ammended when i planted it. At my first house I had a show stopper double mock orange. It was a heavy bloomer but had no smell. At house #2 I planted 5 mail order mock oranges that grew into bushes but never bloomed. At that time I researched the issue and tried everything suggested even "root pruning". the idea was to mistreat it and shock it into blooming but that didnt work either. At house #3 I bought one from a nursery but still no luck. Ready to yank it And plant a hydrangea
Mine never flowered now I know why as I never pruned it but a gardener told me to put potash round the soil also google stated marigolds sown at ground level will stop the blackfly
