Shrub damage

I have a vibernum bush which is grow strongly & looks healthy apart from the leaves which seem to be being systematically stripped down to the veins.

Last year it was stripped virtually bare & I though it would expire but it came back strongly this year growing really well without a mark until last week when the damage started again increasing by the day - help please.

Can it be treated, with what & should I remove the damaged leaves
