Soot and rust on rose leaves

I just noticed the leaves on one of my roses looked a bit yellow but on closer inspection the back of some of the leaves had a black sooty powder and yellow rust! is this black spot? what action should I take please?

It could be rose rust.

ah I have the same problem on mini roses, reading rhs..one is all infected should I cut that one right back?
