MY 4 peace roses are not doing well in portion of small bed which is difficult to get to as the soil needs replacing etc.Can I replant them in containers with fresh rose soil etc where I can tend them better and when would be the best time for me to do this ??

Move them when the leaves have fallen off, prune them back too
Roses are deep rooted so make sure the pots are deep enough.
I'd find them a new home in the ground if poss. I've seen very few roses in containers which look great. but as Chrissy says, make sure they're deep enough and never let them dry out.
