I`m 99% certain it`s as above cherry suckers, i`ve cut a few cherry trees down at work before and the result is loads of new shoots from the base of the tree. Keep spraying them off is my opinion.
It's growing from the root of an ornamental cherry. Unfortunately the best cherries are grafted onto a vigorous rootstock so it probably isn't worth keeping as you only have the rootstock there.

check the shoot, if it has a narrow groove along the ridge, its quite likley that it is a cherry.
Also if you try and hand pull, does the shoot come away with any roots attached, if not then its sucker growth from a cherry root
