My mum (ancient one) made it her mission this year to keep her (and my) roses free of pests and diseases. She sprayed them religiously and fed them and they revelled in the attention. They bloomed profusely and only lost about half a dozen leaves. Bearing in mind that we had a rotten soaking rainy Summer here I was impressed. The secret is to treat it before you see it. Pansyface is right. Start in early Spring and destroy any damaged leaves where the fungal spores might be lurking.
The best remedial action you can take right now is to strip them all of any leaves and burn the leaves. This will reduce the chances of infection next year. I'd spray right now as well we're having a few days of dry weather and this will further reduce the chances of infection next year. Spray the whole plant stems flowers if there are any and the ground around the plants as well. In spring, at the first sign of new growth, feed water and mulch and spray on drier days. You'll never stop blackspot completely all you can do is give the best chance in the spring.
