Lawn pests

Overv the last few weeks I have noticed raised bare soil patches erupting on my lawn. When disturbed, the soil appears infested by winged insects. My thoughts were leatherjackets or chafer grubs but as yet I have not seen any grubs, only flies. They are not cranefly, being much smaller. Can anyone help me identify the culprit and suggest a course of treatment?
