Victoria plum still not in leaf

Can some advice when a newly plants pot grown Victoria plum shoudl some into leaf. it was carefully planted in April and nothing has happened. If you do a bark scrap teat it looks green still but I am a bit worried now that we will lose it.Please help.

Did it arrive bare root or was it in a pot when you got it.? I've had lots of trees arrive looking like dead twigs but they sprout later. Some however still look like dead twigs and then I complain and get my money back. --and then there was the garden bargain cherry tree that had pears on it. When I complained they said I could "keep the peach tree "and they replaced the cherry
