Used to have a lilac tree in a pot which blossomed every year but when planted in the ground 13 years ago it has not blossomed since. Any ideas?

I think after 13 years and no blossom I would call it a day ,dig it up and plant something else.
I had a lilac tree that didn't flower for years, then I threatened it with uprooting and he presto it flowered.
My lilac tree was just planted last April and bloomed that summer. I just check it now and noticed bark on the one side missing. Does anyone have any ideas of what to do? I suppose I should say that I do have a lot of rabbits and squirrels around me. Help me please
