Beech hedging, white powdery stuff?

Hello everyone, we have quite a tall established beech hedge in a house we moved into a year ago - however, a few of the beeches seem to be dying off /dead.  I have noticed that there is something white and powdery on the bark, and I wonder if this could be the problem?  Photo attached of a tree that's still fairly healthy, but does have this white stuff.

Would appreciate any advice.

    Take a magnifying glass to it and check if it's beech aphid. It looks like fluff close up, but there is an insect beneath, and a serious infestation can kill the plant.

    I can't see anything like that - it's kind of solid, and only affects the bark (at least so far)...
