Overseed first then top dress?

Evening guys. I'm in a real dilemma here and would like to ask opinions on which to first. Do I top dress my lawn first and after levelling add overseed or overseed first and then top dress?

ive been scouring websites galore and none can give a straight answer! Aggghhhhhhhhhh! Thanks!
