Garden Twine Dispenser

I'm look for a good twine dispenser but can't seem to find a good one. Dispensers I used in the past seem to still let water in, not only that but I also tend to loose the scissors that they come with (I suspect I might have buried them in the garden) so one with a cutting edge would be great.
Is this a problem other people have or is it just me? Any suggestions would be great!
