OR,Soak in warm water overnight, then put the wet seeds in the Salad section of the fridge for 3 months, then sow as for normal seeds.
Peonies need two periods of stratification, ie chilling, so chill twice for best results. This applies to all peonies.
Just leave them outside. The temperatures fluctuate and that does the job. Fresh seed germinates in the first spring, bought seed you may have to wait 2 springs
