Hi Kris - it looks from the photo that the willows are quite close to a wall - are they in pots or planted in the ground?
Either way, could it be that they've been a bit dry at the roots? Willows are tremendously thirsty and the soil in the lee of a wall is usually too dry for a lot of plants.
Just a thought - I hope it's not your house wall in the picture - willows can do real damage to foundations
