This is the plant I am talking about
That plant is some sort of Hebe. It likes sun, shelter and not too much moisture.

Yes, its a hebe
As the flowering and leaves have colour at the top how can I promote growth at the bottom should I cut it right back
In my experience hebes absolutely hate being cut hard back and usually turn up their toes and die if you try that.
I suggest planting other lower plants around it that will disguise it's 'bare legs'
