Fix them to the floor somehow or make them very heavy. I'd be wary of supergluing anything sharp to the pots/using barbed wire as you would be liable for any injuries caused to a potential thief (unless you had clearly signposted the dangers). That could cost you quite a bit - imagine if they got tetanus for instance.
The only guaranteed way to stop thieves is to not put anything there for them to steal

I would not put glass or anything damaging under pots for the sole reason is that it might be you who forgets what is under there and you badly cut your own hand.
I used to have problems with teenagers using my old garden as a cut through (it was not fenced or hedges). Shouting at them did not work, a fence did not work (they lifted up the wires), so I put anti-vandal paint all over it, took one look, tried and it covered them in glue like stuff and they never came back. You could put that under a pot but as per my original paragraph - it could be you lifting that pot and that sticky paint all over you...
The easiest and best way to secure a planter or pot I reckon is to use a dog retaining screw thing, place in empty pot first, screw in through the bottom hole until fully inserted then getting someone to hold the pot aloft while you screw the screw in the ground.Easy to implement and costs around £3 and no chance of being sued, unless the thief thinks you should pay for his self induced hernia.
My problem is my next door neighbors. Their son -in law discovered my yard which is full of expensive Tropical plants in pots. When I go to work they use a ladder to come in my yard over the wall. Through his in-laws yard next door. They take the whole plant or slice plastic pots to dig out bulbs or take some of the plants from the center or from the sides.Or cut up the beautiful plants that were naturally uniform when purchased. They stole an entire side of Butterfly Gingers and rare Cleopatra Cannas . They took expensive Cynbidiums and other Tropical plants and Ferns and Palm Trees and everything. Even Rose Bushes. To see my plants planted in their yard next door sickens me!! Of course I don't see my plants at the Son-In -Laws house he and their daughter live in a city far away. When I told them I wanted my plants. They told me they didn't take my plants..And that if I didn't see them take my plants that I couldn't prove anything!! My other neighbors were given some rose bushes in turn for their silence. I went to work from 9 AM to 7 PM The yard was left alone all those hours!! They even took half the soil from the pots to plant the plants they stole!! My yard has been growing for over 50 years!! So you could only imagine.. I am crazy about this situation. I am home now but it is like I am living in a jail without any bars. They are right next door and wait for me to leave.Which is so uncomfortable and is rarely .I have become a prisoner because I am a plant lover and collector.
Such a shame roberta, unfortunately you cant pick your neighbours. You shouldn't have to but investing into CCTV for some peace of mind when your out maybe? Putting some wire across the top of the fence to make it difficult to climb over / jump down may help
With a problem as severe as described you really should contact the police. This isn't a case of an opportunist pinching something which just happens to be there, this is planned.

Hanging baskets are regularly stolen around here, we use a padlock to attach them to the brackets.
