bloody cats.. they should be kept on a leash like dogs. its so fustrating and soul destroying when they use yr garden as toilet and dig up plants you have newly planted. sometimes i feel like chasing them and kicking them in the backside but i never close enough. i wish i could transform myself as a cat and leave a big dump infront of their owners door.lol
I bought some cheap 4ft canes and some rolls of plastic 2in mesh Cut the mesh and threaded the canes tthrough it. Mesh is wide enough for seedling to grow through and yet small enough to deter cats. The advantage is with this that you can lift them as you work in a n area and then replace and as the plants mature less soil for cats
And easy to store .
PS I have cats and do find it's a deterrant on my veg
I have 2 cats coming into our garden, not only annoying because of our veg, but, have a 15 month old who loves nothing better than being out there. Going to try my used coffee grains, see if that works, if not, i might keep one of my daughters dirty nappies and empty it in their garden, see how they like cleaning someone elses mess up!!!!
I'm sure your cats are wonderful and that you are a responsible owner, but sadly many gardeners have found that other cat owners are not so careful!
Hmm... how to bring such a ruling into force? I suppose, just as the dog warden picks up stray dogs, he/she could catch any cats found wandering around. Might need a few more wardens though. And some nets on long sticks... and some clever traps!!
One of my cats is part feral so i find it really hard to catch him when its flea and worming time last time i got bitten, but i love him dearly. If i cant catch him i doubt that anyone else would be able to

One brave person put this on change.org - but they're not getting much support...
https://www.change.org/petitions/government-of-the-united-kingdom-domestic-cats-must-be-kept-within-the-confines-of-their-owner-s-property
I have 3 cats and i love them, they do their business in my garden. Which i then clear up.
Just looked at the web page for the petition, ha ha. How do they expect people to do this?
