Take off the flower heads now, wait till new growth starts in early spring, prune down to just above the old wood.
I always follow the regime recommended by Norfolk Lavender, who grow acres and acres of it around here https://norfolk-lavender.co.uk/home/lavenders-for-your-garden/plant-care/
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
I only prune once per year, and my Lavenders are fully grown but dont look the slightest bit woody.
I prune right after flowering, taking off all the flowers and about an inch or 2 of new growth.
Works a treat.
How old are they, Matt?
The biggest ones were planted in May 2012
