I've seen a similar sized hole and that was also a rat hole - it went under our boundary fence quite steeply and the other end was under our neighbour's decking. Another neighbour put some bait down and that was the end of it. From our side I just filled it in with soil and used a stick to tamp it in.
We've had rat holes in our garden (a hazard of country living) and they look exactly like this one - no soil or debris on the surface. We dropped some rat poison down and filled them up with soil. End of problem.
Hi Lily Pilly, any progress on the hole? While I try to resist using poison, Hubby has discovered mice overwintering in the shed and they've got into the thermo lining, so he has put bait in there for them. Sometimes there's no alternative.

This unusual hole is about 20ft from where the tree was uprooted in last years storm

Rat hole at that size and from the more recent descriptions.
They do indeed dig straight down. I'd seal it with some cement.
I know I am getting older but I dont have a "loose" eye yet!

Seems to straight to be anything but a rat , bait , then fill with cement and mark it so you can keep an eye on it , best of luck
