Insect damage

 Hi, does anyone have any idea what insect had caused this damage to bay leaves. It appears to be eggs laid on the leaf and the leaf rolled to protect them. On an online search, sawfly came up as doing this to roses. Could this be them too? Thanks.

    It looks like bay sucker. I have the same problem with my bay tree.

    Brilliant thanks Ceres. I've cut off the offending leaves and will keep an eye out for more.
