Privet Hedge

I have moved to a new garden and I have a very dilapidated privet hedge that goes all around the front garden. I am trying to revitalise it and it's many gaps. I am wondering if there is something creeping that I can grow underneath it to cover the bare soil? I live in the south and have soil that used to be heathland, so it is very dry and sandy! (ps I'm renting so, can't do anything to radical)
Any help would be great.

I'd cut it right back, soon, and let it regrow, it's quick and you'll soon have a thicker hedge.
