Jasmine not flowering

I have a Jasmine that has been planted out for 3 years now growing up a north facing fence. I water it regularly in summer and feed occasionally with miracle grow.
It flowered the first year great but since then only a handful of blooms have appeared each year.
I prune it back a little in autumn each year.
Please help, i'm getting to the point where I'm going to give up on it and get a clematis.

I found jasmin like a lot of sun, but saying that once its established you cant get rid of it, give ita good water maybe seaweed feed watered down may give it a jerk into growing flowers ... I keep pulling mine up but grows back bigger
