Here in Scotland, backyard fences are restricted to 6ft. Anything higher than that requires planning permission. So trellis on top of a 6ft fence would require permission as trellis is classed as fence.

I built my own trellis out of black aluminium and connectors from a certain company that pops catalogues in the Gardeners' World Magazine. It is attached to the fence using galvanised post gripping connectors and (after a lot of searching) they are linked with aluminium connectors used for yachts!
I have been extending an existing fence in my garden. It is constructed using two horizontal batons between two fence posts that I am nailing shiplap fencing panels to. (I have to cut these to size). It all looks pretty good if I do say so myself, but I now need to add trellis to the top.
I can't work out how to attach this to my fence/fence posts and was wondering if anyone can advise how to do this. I'm guessing I screw through it into the fence post, but I'm not sure if this is correct and if it will split the wood?
When I created a small greenhouse in my old I used the capping and some polycarbonate (I got that from here https://www.omegabuild.com/greenhouse-polycarbonate-sheets, they are very good and offer a range of similar products), but I can't recall how I attached it.
Try a timber yard or builders' merchant for the wood capping and yes, pre-drill holes the same width or slighly smaller than the screws' diameter to avoid splitting the wood.

Can I put trellis on my inner fence over 6feet high Say 7 my boundary fence is only 3feet
Don't see why not Harry, if it annoys the adjoining neighbour you can always say it's for their benifit as you are willing to grow nice plants up it.
The existing fence uses "trellis capping". See https://www.diy.com/departments/grange-timber-trellis-capping-l-1830mm-w-42mm/262357_BQ.prd. (B&Q - Homebase where I have got some of my wood for my project don't seem to supply this capping).
