Get a gun! You need to cover the plants to keep pigeons off so either netting or fleece will be required. If the area to be covered is large then look for agricultural suppliers rather than garden centres to buy from. Imagine the cost of food if farmers had to pay garden centre prices
.
10,000 volts
seriously though
here is a link about the use of cd`s you might find it useful

As soon as I saw the title I thought "dare I say shotgun"? I see someone beat me to it
Aside from netting and lots of it to cover it all.
If you get a dummy model of a sparrow hawk and strategically position it and keep moving it every few days, then that can help. I don't know where you live and if it's viable but a bird scarer works and there's something we have on our farm called a helikite. It looks nothing like a bird of prey but as far as a pigeon is concerned it mimics it's action. You can get small ones on poles which are pretty good for gardens.
Better still as far as I'm concerned is a falcon or 2 and if you're in a town and can't shoot or bird scare then get a falconer round.
We put two canes in each of our beds tied at the top with old CD's hanging down, seems to have worked so far with gooseberries, greens, squash, seedlings. They clatter when windy too.
