There are plenty of hardy Hebes that stay evergreen in winter. I live in the North of England and have seen at least a dozen Hebe species that are evergreen in our winters.
Some of the bigger ones are less hardy, as are the variegated ones so I don't bother with them. In some winters when there's prolonged cold and wet, some won't make it, but that's only when it's sub zero for a week or two after the usual weeks/months of rain.
It's a place where beautiful isn't enough of a word....

For what I know yes. But keep them inside during the winter. Once frozen the leaves die and falling off. They hardly recover in spring.
