Mystery illness

I have this shrub which is over 15 years old and I have 2 questions about it.Firstly as it was inherited I have no clue what it is called.Secondly I have noticed that it has developed some type of disease. The leaves have turned yellow and are dropping at a fast rate since it finished flowering in April, and the majority as you can see are bitten and have got a rusty tinge to them. Can any one give me advice to these questions please?

  • What do you suggest I do next? I dont really want to cut it down to nothing that would be a shame. Can I spray it with something? Should I give it a hard prune??????

They do regrow if you cut them back to nothing but the beetles come back next year so not particularly helpful.

I had 2 of these shrubs, the beetles didn't visit foir years then turned up and destroyed one. The other they don't seem interested inimage  so far
