Dying Golden Cypress

My Cypress is about 4 feet high and was in a pot at the front of the house. After about 1 month the leaves started turning brown. I think the original issue was it wasn't getting enough water and maybe in its original pot for too long. I then checked the roots they were quite compresses and they didn't seem to be spreading. I washed the root ball and cut away some of the roots and also added fertiliser and more stones to the soil to help drainage. As they like stony soil Another month and situation has worsened. Need some advice.

Not sure if I would have 'washed' the roots. I would have repotted (or better still put it into the ground). Did you use a slightly larger pot with fresh compost and perhaps a little feed? The soil may be exhaused, the roots have nowhere to go and now the stones have provided nothing in the way of nutrients at all just simply taken up more space in the pot when it sounds as if the plants needed to spread out a bit.
The other thing to watch is sun or wind scorch which can turn leaves brown. Is the plant in strong sunlight or in a strong draught? You could perhaps try to move it to a more sheltered spot so that it can recover a bit.
