tiny black flying bugs

Hi we have an allotment and our courgette flowers are covered in these tiny beetle type insects. What are they and do they harm the plant?

Also they are prevalent in our back garden making sitting out unenjoyable.

Any ideas please

Probably two different insects.  The ones on your courgette flowers are almost certainly pollen beetles.  Those eat pollen but cause no real damage.  The ones making sitting outside unpleasant are probably thrips aka 'thunderbugs' or 'thunderflies'.

A trowel in the hand is worth a thousand lost under a bush.
