International kidney potatoes

I bought international kidney potatoes last year, they were well formed and delicious. This year I planted new ones in a fresh area plus 2 bags and two deep troughs. They all got scab and the potatoes boiled gently were very floury. Do you think I was sent the wrong ones by mistake as I have never experienced new potatoes going floury before or is that a result of scab?
