i think if you can find one in a pot you can plant anytime but bare rooted ones get planted in winter

Ok thats brilliant, thanks guys xxxx
I too am in Scotland and have a battle getting my roses to grow with any vigour. They have been in the ground for around 4 years, they put on a bit of growth some better than others but not like the ones I see in other gardens.
A rose knot garden sounds lovely.
If you can post your issues — ideally with photos and what kind of roses you have — on the rose forum, there are lots of expert forum members who can advise. If you’re after rose recommendations, include the height, colour and any other attributes you’re after, e.g., scent, healthy foliage, heavy flowering, shade tolerant.

My climate in East Anglia is very different to Scotland and I don’t have to deal with frost as much, but re: vigour, what is your rose care regime? How much direct sunshine per day in summer are they getting? Are they in a windy area?
Below is mine for my shrub roses (e.g., David Austin Vanessa Bell, Olivia Rose Austin):
- Prune by about half in late February (I tend to prune on the heavy side), apply rose food with micronutrients, e.g., Empathy After Plant Rose Food, mulch with several inches of well rotted manure
- Water deeply (e.g., ~15 litres of water per plant) when the top two inches of the soil feels dry — this might be weekly in summer but could be every 3 days if it’s been really hot; don’t water in small amounts daily
- As part of the watering regime, during the growing season (April to September for me) you can incorporate a liquid seaweed feed (I use Envii Seafeed Xtra) and/or liquid tomato fertiliser (I use Tomorite) diluted according to instructions when watering the rose; for example if watering is happening once weekly in summer:
Week 1: water with ~15 litres of water with seaweed extract mixed in according to instructions
Week 2: water with ~15 litres of water with tomato feed mixed in according to instructions
Week 3: water with ~15 litres of water with seaweed extract mixed in according to instructions, and so on
- Deadhead regularly, and once the roses are close to the end of the first flush (for me this was end June/start of July this year), cut back to a thick stem and apply rose food to the base of the plant — ideally before heavy rain so it gets watered in
- I don’t apply rose food after July to avoid lots of new growth going into winter
- Keep the area around the roses free of weeds, grass and competing plants; no slate, decorative pebbles or bark either (they just like their compost/manure mulch)
- I have a small garden, so I pick up every fallen leaf and especially do this going into winter when the plants defoliate, plus I cut off all remaining leaves on stems, to avoid black spot fungus spores overwintering
