When is the best time if any to replant a bluebell creeper
Not sure what this is - botanical name?

A half-hardy shrub.
Botanical name is Sollya heterophylla

Whereabouts are you growing this? In a conservatory or in a very very sheltered spot outside? Is it in a container or does it need moving?
If it's a half hardy shrub, then that means that it does not normally survive frost. It may survive if you're in a sheltered location, or have given it some Winter protection..
If it is still alive, then I can't see why it should not be moved now.
Planted in a sheltered area but I feel that the area is not drained enough

Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
