I can't see it very well but it may be a philadelphus.

It has the most wonderful scent. Does anyone know if they can be propagated?? Could get me in the good books with the new neighbours if so
I agree with hogweed, a Philadelphus, more unusual for the double ones to have such a strong scent. Very nice.
