Pruning a 6yr old Jasmine

I have a summer flowering Jasmine which is about 6 ft tall and on an east facing fence. It produces masses of leaves but for the past two years very few flowers. I want to reduce the size of it by half but I'm not sure when and how to do this and need advice on how to encourage more flowers.
