I had 2 wigwams of runner beans but 1 fell victim to some or other critter. I was wondering, is it too late to sow sweet peas to climb up it instead?

Not too late, they'll just flower later and for less time.
If it snows in September, then you might be a bit late, but if we have weather like we did in Sheffield last year, they will still be flowering in November
