Cherry Tree

Hi everyone. I have a dilemma. My cherry tree is covered on the tips with a black beatle. The tree is mature so I cannot spray it. Every year is the same starts off beautiful then ends up horrid. I think the masses of bees is due to sweet sap pouring out the tips. I am on the verge of chopping it down, which I dont really want to do. I also have a new cherry tree on the front garden, which is suffering too. please advise. Thanks.
