Advice needed please!

We've recently had some new raised beds made and filled with top soil and my problem is that my veg don't seem to be growing!  

My second lot of dwarf beans have grown to the same size of the first lot (about 3") and stopped.  My lettuce and mixed salad leaves have just about shown their heads through the soil and stayed where they are for the past few weeks and even the radish and courgettes don't seem to be growing.  My runner beans planted in the ground seem to be doing fine.

Can anyone give me some helpful advice please?!

    This is one of the dwarf french beans and the following is of the actual beds with 3 courgettes which have also stopped growing.

    The top soil was supplied by the gardener who made the beds so I'm not sure where it came from, but I would have thought it was from somewhere that he uses regularly.

     

    It hasn't been tested for pH.  I could get a kit and see what that says.

    It all looks very dry raised beds drain quickly and so don't hold moisture like the soil does, that is one of the few disadvantages of the raised bed system in my opinion.

    In the Autumn Lynne. add plenty of farmyard manure, that will help with water retention for next year, but for this year, follow the previous advice.
