It looks very much like what we used to know as "fat hen". When I was little my Dad would get me to walk around the sugar beet fields and pull them up before they seeded.
Don't think so Norfolkdumpling I know what you mean (I've hoed sugar beet fields too ) the leaves are a similar colour but Fathen (chenopodium album https://foragersyear.wordpress.com/tag/edible-weeds/) has a different shaped leaf.
It does look a lot like mugwort to me.

Just googled Euryops and fat hen but I don't think so, fat hen leaves are different and Euyrops have grey green leaves.
i can't get another picture until Thursday, the plant is in my friends garden and I wont see her until then. So sorry Pat E can't post another picture until then ,in the meantime can you still have a think as I'm completely stumped.
Chrissy I looked up chrysanthemum foliage (not flowers) on google and there are some that are similar, but too tricky to decide. If they are from chrysanthemum group, they'll have a distinctive smell. If you look further down the euryops page, you'll see that some of them have green leaves, but I'm not convinced I was correct the first time.

Have a look on google for photos of Euryops and compare with your plant. I need to see a clearer photo of yours.

It won't let me zoom, but from here those could almost be buttercup leaves ...
