Box Hedge hard pruning

Hi,

I have a box hedge which needs some hard pruning. It tends to bow in strong winds and I reckon I need to cut it back by about 1-1.5 feet (height). I assume it would grow back if I did hard prune it?? When is the best time of the year to do this?
